What is a virtual phone number?

A virtual number is a telephone number without a directly associated telephone line. This is also known as an access number or Direct inward dial (which is also classed as DID). Usually, these numbers are programmed to forward incoming calls to one of the preset telephone numbers. They can either fixed or chosen by the client. These numbers can work as a gateway between traditional calls to PSTN and VOIP.

Does a Virtual Phone Number need to be in the same location as the area code?

The point of a virtual number is that is does not. You could have a 0151 Liverpool Number but be based in Derby. You just use it to gain a Liverpool maket.
